  • Gilbert's four plan pages name a policy and say how, and the BUILD Business Act and HOME Act give numbers. Only the CARE Act and HOME Act name funding, and none gives a date. His six issue headings name a policy on three and say how on none. His site shows no vote or law, and the plans on it have not been passed.6, 7, 8, 9, 10
